Expressions of Interest – First Peoples Guidance Circle

Expressions of Interest (EOI) are now open for the Creative Victoria First Peoples Directions Circle.

We are seeking to nominate five new positions within the First Peoples Guidance Circle through an expression of interest process.

Expressions of interest are invited from First Peoples living in all parts of Victoria, with a minimum of 5 years recent experience and connections to First Peoples in Victoria’s creative industries.

In partnership with Creative Victoria, the First Peoples Directions Circle was created to integrate Indigenous self-determination and community voice throughout the current Creative State 2025 strategy and work to lead all actions, strategic initiatives, development and implementation of First Peoples policies to ensure the prosperity of First Peoples. Expression of Interest Criteria


Applicants must be First Peoples of Victoria or First Peoples who live in Victoria with at least five years of recent experience and connections to First Peoples in Victoria’s creative industries.


Membership of the First Peoples Directions Circle will be for a period of two years, meeting at least four times a year. Members will receive an honorarium for attending the meeting and will be reimbursed for associated travel and accommodation costs.

What the selection board is looking for

The Selection Committee will be responsible for nominating up to five members from Greater Victoria and Metropolitan Melbourne who:

  • Represent the voice and needs of their region, their art form and the broader First Peoples creative industries agenda.
  • Have a passion for strategic and cultural development within First Peoples creative industries
  • Commit to collaborating for the benefit of First Peoples creative industries and adhere to Indigenous ways of working and protocols.

Terms of reference

Mandate of the First Peoples Orientation Circle Membership, Authority and Administration, states that the First Peoples Guidance Circle will consist of up to 11 members, each appointed for a two-year term. 50% of members will continue their term to ensure continuity of knowledge and experience.

The current Expression of Interest process will be evaluated by a selection committee comprised of esteemed First Peoples peers.

  • Andrew Jackomos, Yorta Yorta/Gunditjmara, (Outgoing Member) – Director, First Peoples Engagement, Commonwealth Games, DJPR.
  • Stacie Piper, Wurundjeri/Dja Dja Wurrung – Artist, Curator, Chair of the Victorian NAIDOC Committee.
  • Sherene Stewart, Taungurung – Creative Director, YIRRAMBOI First Nations Arts Festival.
  • Indi Clarke, Mutti Mutti/Wemba Wemba/Boon Wurrung/Trawlwoolway/Lardil – Consultant, ABSSTARR Consulting.

Achievements of the First Peoples Leadership Circle to date

Since its creation in 2019, the Cercle Orientations Premiers Peuples has delivered fundamental actions within Creative State 2025 (Creative Victoria’s Four-Year Strategy), including the implementation of First Peoples funding streams in all Creative Victoria granting programs; review processes for all First Peoples content; and driving major ambitious strategic initiatives for First Peoples, including annual First Peoples Creative Industries Forums and preparation for a first Victorian First Peoples Art and Design Fair.
